Back Public
comment period extended for state Dog Law regulation changes
HARRISBURG – The public comment period for proposed changes to
the state's Dog Law regulations has been extended, according to Sen. Mike
Brubaker (R-36).
The 60-day public comment period was set to expire February 16, but was extended
by 30 days at Brubaker's request to give the public a greater opportunity to
have its voice heard. The comment period is now open until March 16, 2007.
"The regulatory changes the state Agriculture Department has proposed under the
Dog Law are extensive, and it is important that all interested parties have an
opportunity to comment on the impact of these proposals," said Brubaker, who
chairs the Senate Agriculture and Rural Affairs Committee.
These changes would create more detailed specifications for dog kennels,
including stricter standards for proper shelter, temperature, ventilation,
lighting and sanitation. They are designed to improve the health and welfare of
the animals but have been challenged by a broad spectrum of dog breeders and
hobbyists as unenforceable, prohibitive and not in the best interest of the
animals.
"Any regulatory changes should be based on common sense and must, in the end,
help to improve the conditions under which dogs are bred and raised while still
allowing kennels to operate in the Commonwealth," Brubaker said. "By extending
the deadline for public comments, the Department of Agriculture will be able to
make the best decisions possible by ensuring that all concerns are heard."
Brubaker pointed out that much of original public comment time period occurred
before the formation of his committee and during the busy holiday season,
creating the need for an extension.
